    Governor Jerry Brown: The Richest Candidate in the Nation’s Poorest State

    Governor Jerry Brown is the richest candidate in the nation’s poorest state.

    The incumbent Democrat governor has nearly $17 million in the bank for his re-election campaign, according to state disclosure reports released on Friday. In the calendar year, Brown raised a whopping $9.87 million in monetary contributions, with the overwhelming majority of those funds coming from big corporations, labor unions, oil companies and high-worth individuals that routinely lobby state government.

    While Brown’s campaign banked the big bucks, a quarter of Californians are living in poverty. According to the U.S. Census Bureau’s Supplemental Poverty Measure, roughly 9 million Californians live in poverty, the highest poverty rate in the nation. In 2013, with his $9.87 million campaign fundraising haul, Brown raised a dollar for every Californian living in poverty.

    In 2013, Brown’s average campaign contribution was $17,713 with 287 contributions of $10,000 or more. That high average was buoyed by 198 campaign checks of $25,000 or more– with 167 checks written for the legal maximum, $27,200.

    For every campaign dollar raised by Jerry Brown in 2013, there’s a Californian living in poverty.

    It’s one of those max-out contributions that is drawing questions about mixing state business with campaign finances. Earlier this week, CalNewsroom.com first reported that Brown asked the California Supreme Court to intervene in a lawsuit over the state’s high-speed rail project– just three days after accepting the state’s maximum campaign contribution from the state’s high-speed rail contractor.

    On January 21, Tutor Perini, which has more than a $1 billion in outstanding contracts with the California High-Speed Rail Authority, donated $27,200 to the governor’s reelection committee. Just three days later, Brown asked the California Supreme Court for an expedited review – and reversal – of two lower court rulings that have halted the state’s high-speed rail system. The court responded with “an unusual, unanimous order to the state appellate court in Sacramento to ‘expedite its consideration of this matter,’ with written arguments due by Feb. 10,” according to the San Francisco Chronicle.

    A spokesman for the Governor’s office denies that the campaign contribution was connected to the lawsuit. “Contributions have no bearing whatsoever on the state’s legal filings,” said Evan Westrup, Brown’s spokesman.

    2010: Brown $12 million in the Bank

    At the same point four years ago, Brown held nearly $12 million in the bank, according to the Associated Press report from 2010. This year’s haul, thanks to the power and influence of incumbency, is $5 million better, or a 41 percent improvement.

    Brown doesn’t like to part with his campaign cash. The report shows Brown spent just shy of $208,000 last year, a relatively low sum for a statewide campaign. The largest expenditure was for two $25,000 bonuses paid to Angie Tate, one of the best Democratic fundraisers in the state, and Edward Ruthrauff, a Brown aide.

    Rail Critics Question Timing of Max-Contribution

    The timing of the campaign contribution doesn’t sit well with the state Legislature’s leading critic of the $68 billion high-speed rail project.

    “Let’s connect the dots,” said Senator Andy Vidak, R-Hanford, who has introduced a package of legislation “aimed at driving a stake through the heart” of the state’s bullet train. “The HSR Authority’s apparent bid-rigging lands this company a $1 billion contract, then this company gives Brown a max campaign contribution, and then Brown sues to bail the company out?”

    “In farm country, this is called ‘you scratch my back, I’ll scratch yours,’” Vidak said.

    Last year, the California High-Speed Rail Authority awarded a billion dollar design-build contract to a joint venture headed by Tutor Perini Corporation. The contract is valued at approximately $985 million, plus an additional $53 million in provisional sums. Tutor Perini’s portion of the contract is approximately $500 million, according to the company’s website.

    A controversial choice for the state’s high-speed rail project, Tutor Perini “had the lowest technical and safety rating of all the bidding companies, and the Authority board changed the rules to give Tutor the winning bid,” according to the Hanford Sentinel.
